It starts with creating a department that is not legal under the Constitution. Then you let this new so-called department take over the offices of most of the major branches within the government to get inside information that will allow you to create a scenario that meets the real reason for the invasion of the government without any legal authority at all.
But to do this you must first fire all people who are responsible for doing the oversight of these agencies AKA Inspector Generals.
Then you shout out that what the people have is not a democracy and needs to be changed. And on and on.
In any case, Leon Musk is neither properly educated nor has he been elected as President of the United States. Just watch the start of his speech and you can see he is struggling with all the lies he is telling the American people.
