Russia is trying to get the Ukrainians to cave in by destroying infrastructure
Russia is trying a failed policy of destroying the Ukrainian infrastructure. So far all it has done is to increase the resolve of the Ukrainians and the countries who are supporting them.
Seems Putin would rather protect Russians in the eastern part of Ukraine. But he, like most dictators, just don't care about the average person and will allow many many to get killed for no good reason
